Shanghai detective Sammo Law (chubby former stuntman Sammo Hung) is on loan to the Los Angeles Police Department to learn American law enforcement methods and to institute a similar system upon his return home.

Sammo does not believe in using guns, but is not opposed to a bit of violence, and uses his skills as a karate master to bring criminals to justice.

Most fights in Martial Law take place in odd spots – Christmas tree lots, meat lockers and the like – so Sammo can find props to fend off the bad guys and make the action more comic. In one episode, he captured two crooks with a pair of frozen salmon.

Sammo is assisted by Kelly Hu (Grace Chen), a gorgeous girl who is almost as adept in karate as Sammo, and LAPD detectives Louis Malone (Louis Mandylor), Amy Dylan (Gretchen Egolf) and Terrell Parker (Arsenio Hall).
